If you're using TurboTax CD/Download and have installed and activated the license number, you may receive multiple activation prompts, which results in TurboTax not launching.
You're impacted if you:
- Are using TurboTax 2019 CD/Download
- Have successfully activated your license
- Are prompted to activate every time TurboTax launches
- Have a valid activation code
- Never get TurboTax to open after activation
This error is caused by the Internet connection being unable to resolve connection to our server for license activation. There can be many reasons for this and they may not impact regular Internet usage and activity.
One of the following methods should resolve this issue. If they're successful, TurboTax will skip activation and open the starting screen where you can begin or continue your return.
If the product continues to prompt you for an activation code you have been unsuccessful.

I tried Helen's answer and it did nothing. There is NO reason my internet worked fine but the program can't connect to them.
My solution was to uninstall the version I installed from CD (bought at Costco).
Went to their website and downloaded the installer and ran it. Cured it for me.
FYI, I had NOT run into the problem of all activations being used, I'd only opened the program twice, I think, so if activations are all used, this may not solve the problem but worth a try.
Helen, I did all those nifty things and its still saying that all of my activations are used. I may have used them by reinstalling the program to get it to activate. I even purchased the program a second time. Over time, it's doing and saying the same thing. Any more suggestions?
I tried rebooting (method 2) after unplugging router. It did not work. I can access my software for previous years but not 2019. The other three recommedations seem complicated. Is there an easier way to resolve this issue. My activation attempts have been exausted according to the error code,

Select Start, enter "command prompt" in the Search Programs and files box, press and hold (or right-click) Command Prompt, and select Run as administrator.
At the command prompt, enter the following commands. Press Enter after each command.
I was able to contact specialist support and they issued me a new license code because my skill level couldn't get passed unplugging modem and waiting 10 seconds. After verifying that I had purchased the software from Sams, i was finally able to access my 2019 return again. Thanks to everyone for your help.
