I do not even have an 'add a state' button showing up. Any suggestions? I'm getting very frustrated with TurboTax I've been trying to figure this out for three hours now. Sorry for venting.

There is no longer an "Add a State" option at this time of year. The image above is from February. Online TurboTax for 2019 returns ended October 31, so a 2019 return can no longer be opened that way.
What are you trying to do? If you explain your situation in full, someone in this user community forum may be able to comment.

Doesn't work. there is no state on page.
If you need to file a state after you have filed your federal return use the link provided here. Click the version of TurboTax you used for specific instructions.
If you just want to add a state return to your federal before you e-file, it will be under the state taxes tab.

There are multiple users in this old thread with various issues, so some of the comments above won't necessarily apply to you. We don't know what all you are wanting to do.
Please explain in detail what all you are doing or need to do. Have you already eiled a 2020 return, or is a 2020 return still in preparation, or what? And are you trying to go to Tax Tools (the title of this thread)? If so, why?? What do you need to do at Tax Tools in regard to a 2020 return?
And are you using Online TurboTax through a browser, or are you using the Mobile App version?
We can tell you more once you explain your situation.

Does not matter why TurboTax Online users want to see Tax Tools. This menu item, according to Intuit, is unconditional, meaning it has to appear always as suggested in HELP:
- Sign into TurboTax online
- goto "Tax Home" page
- then either look at left menu panel or scroll down to see Add State.
So, Nothing works, there is no TAX TOOLS and no way to download data file off the data the user may have entered into online pages.
I've tested on two Web Browsers, Windows 10 with all updates: Edge and, Chrome.
I wish the Intuit would do a better job in support.

It does if you want help with how to do a specific task. If we knew what your situation is and what you are wanting to accomplish, someone may be able to provide a screen image, FAQ, or video to assist you with a specific function. See this image for location of Tax Tools. You must open your 2020 return in order to see it in the left menu column.

We don't even know what tax year you are referring to. If it's 2020, we don't know if your 2020 return is still in preparation, whether it's been finished but not yet filed, or whether you have already efiled a 2020 return that's been accepted, or what.
Here's one example that would involve Tax Tools and a data file: did you start an Online return for 2020 that has not yet been filed, but now want to switch to 2020 desktop software (CD/download) installed on your computer and need to download the 2020 data file you started online? Or is it something else?
