After completing the form (having placed the information in the wrong/random rows as the system decided), I was only able to revisit the form at the places where TurboTax calculated I had mis-information. I ended up deleting Form 37 using Tax Tools > Tools > Delete a Form, and then was able to go through the form again in its entirety. However, the problem persisted.
I have attached two photos of the issue I'm talking about. As you can see, when I am prompted to fill in a box, I am told which column, but not the row. Only when information is entered do I see which row it was placed in, and it hasn't been in any top-down or left-right order, but only seems to jump around.
In the first photo, I entered the Municipality for the top row, but the information was dropped into the bottom row. In the second photo, I was prompted to enter "From Date", "Thru Date", and "Won Date" respectively, and as you can see the boxes were filled in bottom, bottom, middle order.
Thank you for your help, hopefully this can be resolved soon as it seems to be a bug.

The first time I was prompted to enter the municipality, the information was placed in the bottom row (not in the top row, where I was expecting).
As I was prompted to enter the From, Thru, and Won dates, the information was placed in the bottom, bottom, and middle rows respectively.
It is disappointing to see this problem persists in April 2022. Likewise, after getting the answers filled out randomly I gave up. I am assuming this form (form 37) will not be filed; however, I am not sure if it will impact the state returns.

RITA is independent of the state of Ohio so not filing Form 37 with TurboTax will not affect your state returns @Martin52.
You can file online directly to RITA using FastFile.
