The answer is NO...you cannot pay your NC taxes due just by filing an NC tax return thru TurboTax. It is not possible to arrange the payment thru TTX. (But see my comment below)
You must either mail in check with the form D-400V voucher
.....OR.....arrange payment for taxes due separately on the NCDOR website. Read the whole page, and then hit the appropriate button at the bottom of the page.....Here's the page that is done at:

Yes, when you file your federal and state tax returns, you will be able to designate how you'd like to pay any taxes due.

@Birdy55 This thread is quite old.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.
