I took a Coronavirus related distribution in 2020 and elected to spread the income over 3 years.
I have spent hours trying to solve this to no avail. I get the “You need to revisit the Form 1099-R Retirement topic” dialogue no matter what I do.
”Did you take any disaster distributions in prior years …” selected YES
”Did I take a qualified 2020 disaster distribution?” YES
Coronavirus related distribution 2020 box is checked.
2020 Form 8915E line 4 column b is blank.
2020 Form 8915E line 9 has 1/3rd of my distribution.
Line 10 is blank.
Line 9, again, has 1/3rd of my distribution.
Nothing in traditional/SEP/Simple/Roth section.
I didn’t repay any of the distribution.
My spouse didn’t take a distribution.
We didn’t do disaster distributions in 2017-19.
No SS/RR benefits.
No Canadian plans.
I click “done with income” and get the “Did either of you take a disaster distribution at any time between 2018-2020?” YES in 2020
And, we’re back to the “You’ll need to visit … dialogue.” Wonderful.
When I get to the 2021 “Picture of Your 2021 Income” under the “Pensions - taxable” I see the 1/3rd amount but under the “Pensions - no taxable” I see 0. For 2020, 2/3rds of that amount is listed there (as it should be.)
My tax due number is double what it was for last year - as if I’m being taxed on the 2/3rds amount (or the full amount) of my distribution.
Anyone have any help out there?

I was able to enter a qualified 2020 retirement distribution and have it reported correctly
"2020 Form 8915E line 4 column b is blank."
I reported the entire amount of the distribution, in my example I reported $3,000.
"2020 Form 8915E line 9 has 1/3rd of my distribution."
I reported 1/3 of my distribution, in my example I reported $1,000.
"Line 10 is blank."
I reported $0.
"Line 9, again, has 1/3rd of my distribution."
I reported 1/3 of my distribution, in my example I reported $1,000.

I reported No for the second question Did you take a disaster distribution at any time between 2018 and 2020? after the section Wages & Income and before the section Deductions & Credits.
Why would you answer “no” to the last question? The program clearly states this is for the purpose of reporting 1/3rd of the distribution.
In any case, I tried it the way you specified and it’s still wrong.
What do you show on the page between Wages & Income and Deductions & Credits for Income Summary? Is it reported correctly there under Pension - Taxable / Non taxable?

Since you have already reported the 1/3 distribution there is no need to select Yes. You should select NO.
As stated on the web page -
Select Yes if you need to report 1/3 of the amount of your distribution from a prior year.
When you reported the distribution did you follow this procedure exactly? -
Click on Federal
Click on Wages & Income
Scroll down to Retirement Plans and Social Security
On IRA, 401(k), Pension Plan Withdrawals (1099-R), click on the Start or Revisit button
On the screen Did you get a 1099-R in 2021? Click on NO, if you did not receive a 2021 Form 1099-R
If you had a Covid-19 related distribution in 2020 and selected to spread the distribution over 3 years -
Answer Yes when asked Have you ever taken a disaster distribution before 2021?
Answer Yes when asked if you took a Qualified 2020 Disaster Distribution
Check the box that this was a Coronavirus-related distribution reported in 2020
In the box 2020 Form 8915-E, line 4, column b - Enter a 0
If the 2020 distribution was from an account that was Not an IRA
2020 Form 8915E Line 9 - Enter 1/3 of the amount from the 2020 distribution in both boxes for Line 9
If the 2020 distribution was from an IRA account
2020 Form 8915E Line 17 - Enter 1/3 of the amount from the 2020 distribution in both boxes for Line 17
Do not enter anything in the other boxes, leave them blank (empty)
The 1/3 of the amount from the 2020 distribution will be entered on the 2021 Form 1040 Line 4b if from an IRA or on Line 5b if from a retirement plan other than an IRA
You can view your Form 1040 at any time using the online editions. Click on Tax Tools on the left side of the online program screen. Click on Tools. Click on View Tax Summary. Click on Preview my 1040 on the left side of the screen.
Using the desktop editions click on Forms. Open the Form 1040

At the screen Did you take a disaster distribution at any time between 2018 and 2020?, Yes migrated to You'll need to visit the Form 1099-R Retirement topic.
Continue moved to a profit and loss statement unrelated to IRS Form 8915-F.
Continue moved to the Deductions & Credits section of TurboTax.

I am having the same issue. I have tried all suggestions below and it is not working. It just keeps sending me through the endless loop.
Very frustrating after having everything else complete for months and just waiting on this form to file. This is so frustrating.

After completing the Wages & Income section you will land on a screen Did you take a disaster distribution at any time between 2018 and 2020?
Answer NO since you have already completed the entering the 1/3 of the 2020 distribution.
I just spent two hours on the phone with Turbo Tax help, and they instructed me to answer Yes to that question.
The program has updated. You do want to answer yes to the question to be able to input the information. Answering it more than once is not necessary. Once you have gotten through filling in the information, the program should ask about 2017-2019 and then finish. If you see the question pop up again, do not answer, switch to review.
