Define what you mean by refile.
If you filed a federal tax return and it has been accepted by the IRS, then to make changes to the federal tax return you amend the return using Form 1040X. The amended tax return can only be mailed to the IRS, it cannot be e-filed.
Depending on what was changed on the federal tax return, you may or may not have to amend the state tax return, assuming that the state return was also filed and accepted by the state.

If you mean that your e-filed federal tax return was rejected, then you have to fix the return that was filed and then file the original tax return either by e-filing or printing and mailing the tax return to the IRS. If the federal tax return was rejected then the state return was also rejected if you e-filed both the federal and state return at the same time. So the state tax return would have to be filed again to the state by either e-filing or printing and mailing the state tax return.
If you are referring to a 2018 or prior year tax return, then those tax returns can only be printed and mailed, they cannot be e-filed.
Was the first return Accepted? If you need to correct a return that was filed you need to amend using the Desktop program. You can amend federal without amending state. Amended returns have to be mailed.

You can't "re"file anything. If your return was rejected by the IRS or state, then it was "NEVER" filed. You fix the problem and attempt to e-file it again. HOWEVER....
At this time (Dec 8, 2019) it is physically impossible to e-file anything for any tax year. E-filing for the 2018 tax filing season was closed by the IRS permanently and forever on Oct 15, 2019. E-filing for the 2019 tax filing season will not open until mid to late January of 2020. The IRS has not announced an exact date yet.
So if you have not e-filed your return by now, and/or if it has not been accepted by the IRS by now, you have no choice but to print, sign and mail the return to the IRS (or state).
