I have free federal tax filing option, I only want help with state tax, can I file only State Tax using TurboTax?

You will have to complete the federal tax return before the state return because the information from the federal return flows to the state return.

You can file the state return without filing the federal return, but to do that the state return can only be printed and mailed, it cannot be e-filed if the federal return is not e-filed.

No.   When you use TurboTax the information flows from a federal return to a state return.  TurboTax software cannot be used for a "stand alone" state return.   Try going on the state's web site to see if you can file it there or get the paper forms to prepare by hand yourself.  You will need information from your federal return.

Can I file only state tax with Turbo Tax?

Sort of.  If you didn't use Turbo Tax to do your federal return, you would first have to fill out a federal return (don't file it) to match the real return you did file and you would have to pay for federal for it to flow into the state return. Then you would have to pay for state and  mail the state.
