TurboTax asks how much of the 2022 estimated state tax was paid in 2023? My son had a estimated tax payment due by Jan. 17, 2023 for which he sent a check dated December 28, 2022. Should he include this payment as a "2023 payment"?

The estimated tax payment he made on or before January 17, 2023 was for tax year 2022. So that payment should have been entered on the 2022 tax return.

To enter, change or delete a refund from the prior year applied to this years taxes (Federal, State, Local) -
Click on Federal Taxes (Personal using Home and Business)
Click on Deductions and Credits
Click on I'll choose what I work on (if shown)
Scroll down to Estimates and Other Taxes Paid
On Other Income Taxes, click on the start or update button
On the next screen select the options under 2022 Refund Applied to 2023
Or enter refund applied to this year in the Search box located in the upper right of the program screen. Click on Jump to refund applied to this year
