When you run the interview all the way through, you get asked "did you pay for child care" even if you don't have children. This triggers a form 2441 in your return, that seems to not be deleted if you answer no. You can delete the excess form 2441 on your federal return—the procedure is different when using the program on your own Mac or PC, or online.
But, deleting the federal form 2441 does not seem to clear the error with Kentucky. I checked Kentucky tax web site, and Kentucky uses a form 2441-K to calculate the credit, which goes on line 24 of Kentucky form 740. Maybe what you need to do is to delete both the federal form 2441 and the Kentucky form 2441-K from your return.
Here are the instructions to delete a form, try deleting form 2441 from the federal return and also form 2441-K from the Kentucky return.
You should be able to delete form 2441 and re-send your return.

I tried this but it didn't work for me. Deleted the 2441 form and then went to the review step again. Still got the error. Went back to Delete a Form and it was back.
The link you provided says "solved" but I'm still experiencing the issue. There's nothing indicating how to resolve it on my end. I was on a screen share with an agent for an hour and we weren't able to resolve the issue.
This is something that TurboTax is addressing. Take a look at the following TurboTax article and click the button inside the article to enter your email address so that you can be notified when an update has been released.

@AnnetteB6 I've already requested updates and as mentioned in my previous comment the linked issue is marked "Solved." Every community post I've seen about this just has a Tax Expert or TurboTax Specialist pointing to this article that's more confusing than helpful. If it's not solved why is it marked as so? if it can't be untagged as "solved" can someone post an update in that article to clarify?
The 'Solved' tag at the top of the article does cause confusion when the article is dealing with a situation that clearly has not been solved yet. You will find the 'Solved' tag at the top of every official TurboTax help article. It is meant to indicate that an answer to the question at the top of the page has been given.
Unfortunately, the answer, in this case, is still incomplete because the developers are addressing it. The article will update with additional information as it becomes available, but for now, all that is known is that it is being investigated further.
Each person who registers with their email address gives the investigation credibility that many users are being affected and you will receive an update via email when one is available.

It doesn’t appear that they are in any hurry to resolve this. I waited a week on them to come up with a fix. Sadly I had to go ahead and file my taxes elsewhere after using TurboTax for the past several years. I advise everyone else to do the same.
That help article previously mentioned now says "We're sorry, we can't find the page you requested." So you know, that's encouraging.
It doesn't seem like this is anywhere near a high priority. Guess I'll have to figure out how to print it out and mail it in. Should've done that weeks ago.
This was my initial plan too to just print and mail but it wouldn’t let me. Kept showing the same thing but never would let me go forward and just print it. I looked into several other tax return options and the cheapest I found was Freetaxusa.com it does charge $14.99 for ky state but federal is free no matter what credit/deductions you need. All the others wanted to charge more than that with the deductions I needed. I’ve already filed and received my refund a few days ago. Good luck!
Um yeah, turbotax, no fix? no communication?
Thank you for sharing this information. Our team has been working to resolve an error message an error message in some Kentucky state returns which is asking for an EIN for a dependent care provider. We apologize for the delay and inconvenience this has caused. This should now be resolved. Please do try the return in Review and see if it will now pass without flags and allow you to file.
