It is April 11, 2022, and I'm still having this issue so is the only and final solution to file electronically is to put the $1.00 amount in my non-existent 1095-A form (as it seems Turbo Tax clearly cannot or will not do anything about it) since I have health insurance through my employer?
Yes, this is the way to report so that your return can be electronically filed.

A better solution is to use software that is capable of handling it.
When you do that it takes it from a simple return to a more advanced one. Then it goes from free to having to pay for a more advanced version. That isn’t fair.
Form 1095-A is included with the Free Edition. But Form 8962 is not, so if you receive the Premium Tax Credit or advances of PTC on your Form 1095-A, you can't use Free Edition. See Forms Included with each version. @Adharkey

Did you file a tax return? Not sure if this thread is relevant to your question or not?
To claim the Credit:
1. Enter all your federal return information as you would normally
2. During the Federal Review, we’ll check if you meet the requirements for the stimulus payment
3. If you meet the requirements, you'll see the Did you get a third stimulus? screen
4. Answer a few questions about any payments you've already received and then we'll let you know if the Recovery Rebate Credit applies
This worked for me as well. Tried 5 times to get it through. Finally after reading this and executing it, that it worked.

What have you done about getting the payment?
how did you end up getting it accepted? Did you just enter the information as 0? Please help i’m in the same boat right now
Getting it accepted depends on your issue. If the IRS is rejecting you then it is because you need to add a 1095-A so an 8962 can be filed with your return. If it is a TurboTax thing where you cannot get past the error check, you need to leave any spot that has a 0 in it blank.
Do you have a dependent on your return that was covered by insurance through the Marketplace? If so, then you would need to include their 1095-A on your return, even if you did not pay the insurance. If you do not pay the policy premiums, you can simply allocate 0% after entering the 1095-A.
When you are rejected for not filing form 8962, it is because IRS records show you or a dependent on your return had insurance through the marketplace.
If you or no one on your return definitely did NOT have coverage through the Marketplace at anytime in 2021, then you can go to your 1095-A section in TurboTax and enter $1 for the January Premium amount and the SLCSP. This will generate the form, but not affect your taxes. It will let the IRS then update their records.
