suggest running through this IRS app to assess whether you are eligible or not.
just because your income is be below the limit, your age may not be. you would have to be over 24 years old / under 65 years old to be eligible. (I assume you are single / no children because you referenced the $16k threshold for single / o children),.

it might be you are simply not eligible.
I am over 24 & under 65 years old. I just tried the tool & it said I was eligible with an estimate of 448.
Earned Income Credit—-the rules are back to the “old” rules—
Those under 25 and over 65 without children are not eligible as they were uniquely in 2021. And you cannot use your income from any earlier tax year to get the EIC for a 2022 return. There is no “lookback” for 2022. EIC for 2022 will be based on the income you earned by working in 2022.

@cieradamali - then that points to a data entry issue..... suggest going back and checking what you entered...especially
1) check your birth year in TT - did you key that correctly?
2) what kind of income do you have - if it's all W-2 or 1099-NEC, then that should not be the issue. what I am really asking about is did you inadvertantly enter some of the income as 'investment income' - that would cause a problem. What line(s) between 1 and 11 is the income showing up on the Form 1040?
If you are 25 when did you turn 25? Better double check all your income in Turbo Tax.
Before filing you can preview the 1040 or print the whole return. You have to pay any fees first before you can see all the forms, etc.

Did you go though the Earned Income Section? It probably tells you why if you don't qualify.

I'm 31 years old. The only thing other than W2 listed on my return is my 1098 since I went to vocational school & had student loans & a scholarship, plus I wrote off my self employment business as a loss for expenses paid no income from it.
Loans and scholarship money do not count as earned income for the earned income credit. Are you saying you "wrote off" so many expenses that your return shows no income earned from working?
@cieradamali please post anything listed from Lines1 - Line 8 on form 1040.
what is the total that is listed on Line 9?
thx
Line 9 on 1040 is $2304. I wrote off similar ampunt of expenses for schedule c as I did last year (all honest amounts), and I got way more last year with similar situation (worked w2, also had unemployment temporarily, & school & self employment).
Line 11 is 10,699
@cieradamali I suspect the issue relates to your self employed income. I can't figure that out for sure without reviewing your tax return (which I can;'t do!).
Look at Schedule B on page 44.... that is what TT is working through and I suspect it gets you to no EITC eligibility.
