If I paid a contractor over $600 and he is in a foreign country am I required to send a 1099 under IRS 2019 tax requirements?

The foreign country I am working with is Guatemala or India. I asked this question over a week ago and do not see any answers. If it was answered please provide a link.

I would check and make sure you don't have any withholding requirements on the payments too. See https://www.irs.gov/publications/p515
