I bought my Kia EV6 in May, 2022 and driven 8k miles. If I sell it now in Nov, 2022 can I still get the federal and state tax credit when I file taxes next year?

As long as you are the original owner of the vehicle there is nothing in the tax code that requires you to own the vehicle for any length of time before you can claim the EV credit on your tax return.
