Am I not allowed to claim a child that i took care of for 4 months of his 5 month life in 2022 as he was born in July of 2022. I could have taken care of him for 6 months or more as he was not alive for that long.

He was born in July and i became his legal guardian in September.
And....we are still left wondering if you are related to him----are you a grandparent....aunt, uncle, etc. etc.? Or are you unrelated to the child?

Since the child is not related to you then you cannot claim the child as a dependent on your tax return because they have not lived as a member of your household for the entire year. Based upon the Qualifying Relative rules for dependents.
To be a Qualifying Relative -

So you are saying that no-one can claim a child that they have provided full care for during 4 months of the 5 months that they have been alive? But I can claim him in 2023 as he will have lived with me for 12 months? I don't understand how I am not able to claim him now as I have provided all care for 4 months out of the 5 months he has been alive.

Correct. Since the child is not related to you there is no way to claim them unless they have lived in your home for the whole year. Those are rules as written in the US Internal Revenue Tax Code.
