Can't select Itemized Deduction in TT 2019

I can't find a way to override Standard Deduction in TT2019.

Every post asked why would you want to do this.  I am very close to the standard deduction amount when itemizing.  Virginia uses your federal basis.  The Virginia itemized deduction has additional state items that in total result in a lower combined tax.

To change the Standard Deduction to Itemized Deduction -

Click on Tax Tools on the left side of the screen

Click on Topic Search

Enter itemized deductions, choosing.  On the highlighted result click on GO

On the screen presented check the box labeled Change my deduction

After resetting my preferences in the Tools Section to Itemized deductions as described in the earlier post, Turbo-tax 2019 continues to block me from manually entering the data - the data input boxes are not active and fixed at $0.
