I purchased the below vehicle in Sept. 2024.

The dealer forgot to report the sale to IRS. Can I still apply for this credit?

You can. But first the dealer needs to file the paperwork with the IRS.
You need to go back to the dealer and get them to fill out the proper forms for the sale and submit them. The VIN for the vehicle has to be entered on the tax return and has to match the VIN on the form the dealer submits. Once they have you'll be able to apply for the credit.
The Dealer tried and could not submit the paperwork. They forgot. Since I have the bill of sale and the documentation for the purchase, the vehicle matches the qualification on the website. Could that be enough documentation for the IRS, though the dealer did not follow the guidelines?
If the dealer did not submit the paper work your return will be rejected if you e-file and try to claim that credit. If it is not rejected, then you will get a notice of correction denying the credit. This is a new requirement this year so all the kinks have not been worked out, so you MAY be able to print and mail your return with a COPY of the bill of sale and proof of purchase to see if that gets it processed and possibly include proof a statement that you contacted the dealer and they could not submit the paperwork, but there is no guarantee.
The reason for printing and mailing would be that you cannot attach your proof when e-filing.
