IN A W2 FORM OREGON EMPLOYER STATE ID READS 000000008297087. IN TT, CAN I TYPE THE ID EXACTLY AS THAT WITH ALL PRECEDING ZEROS OR DO I HAVE TO FIND OUT THE REAL STATE ID?

Is it required when I type the W2 information into Turbo Tax to type the state employer ID number exactly as it is in the W2 form, even if I know all those preceding zeros are not really part of the ID?

You can type it as you see it with all of the zeros.  Your e-file return will still go through just fine, as long as there are no other errors on your return.  Your state department of revenue will be able to easily identify your employer from their 9-digit federal EIN (also on the W-2).

The state employer ID number is really only a bureaucratic convenience for your state's department of revenue; it's simply not an essential element to the correct filing and processing of a valid personal income tax return (either state or federal).  Try to input it correctly if you can; but if you cannot, then it's not a problem.
