In TurboTax desktop, you can complete an unlimited number of tax returns, both federal and state. But you can only e-file up to (5) federal tax returns per software license.
OP asked about state returns, not federal.
In New York State, it is mandatory to e-file tax returns. TurboTax allows only 5 returns that can be e-filed. Furthermore, when I try to e-file only the NY State, Turbo Tax is telling me that I have to e-file the Federal too. Does anyone know the answer to my question???

You can only efile New York if your software allows it. And you can only efile state if you efile federal first. So if you didn't file federal or mailed it or already used the 5 efiles then Turbo Tax won't allow more efiles.
New York waived the penalty for not efiling back in April 2012. See this FAQ for more info,

2nd point says......your software supports the electronic filing of your return..... which Turbo Tax doesn't support if you didn't efile federal or already used the 5 efiles.

New York prefers e-filed returns, but there are certain circumstances that make it necessary for you to file your NY return by mail and the state DOES allow mailed returns. If you could not or did not e-file your federal return then your NY return cannot be e-filed. It has to be mailed. It is not possible to e-file any state return if the federal return was not e-filed and accepted by the IRS.

One last thing: Just prepared another tax return in Turbo Tax (Fed / NYS) and on one of the forms (TR-573.1) that's printed out is the following: it states in Bold --NYS requires this income tax return to be filed electronically.
NYS law requires income tax returns prepared using software to be e-filed. Because this NYS tax return was prepared using software, you MUST file it electronically. Are you still sure of your response to me --I hope so.
