TurboTax does not send tax returns to the IRS or a state. Tax returns are pulled from the TurboTax servers by the IRS and States.
Your state tax return will remain Pending until California pulls the tax return from the TurboTax servers.
DEAR TURBOTAX: Can TurboTax PLEASE find out if California is pulling California state returns from the Turbotax servers yet? Many of us here in California are going crazy trying to figure out why our California returns are still PENDING for many days now. So many of us have had our Federal returns "Accepted" already and have already received our Federal refunds. But our California returns are still PENDING. TURBOTAX --- PLEASE CHECK TO SEE IF CALIFORNIA IS PULLING OUR RETURNS FROM YOUR TURBOTAX SERVERS. Is there a problem with the TurboTax servers where our returns were NOT properly submitted to California?? PLEASE EASE OUR MINDS. HELP US PLEASE

I efiled with Turbo tax March 2022 with both the fed and the state (CA) I have received my fed return but nothing from CA> I called the Franchise tax board of CA and found that they have no record of the file. Turbo says that the state must pull from the servers but the Rep of the FTB CA doesn't agree. It the responsibility of the taxpayer to transmit their returns. I paid TT for this service.
I may now be responsible for late fees and penalties.
Please explain why I rely on TT but this service was not fulfilled.

Was your state efile Accepted? You can check your efile status here,

When you efile you get back 2 emails. The first email only confirms the transmission. The second email says if the IRS (or state) Accepted or Rejected your efile.
When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. What does it say?
Then if it was rejected try efiling it again. If you have a refund there is no penalty for filing late. You have 3 years to file for a refund.
