What version do you get?  In the Desktop program Basic does not include the state.  In the stores or online (but not directly from Turbo Tax) Deluxe comes 2 ways, one with state and Deluxe without state for states that don't have an income tax.

Premier & Home & Business always come with a free state program download.   Your link goes to Home & Business which shows federal+state on picture.

Don't worry.  The top description must be wrong.  Further down it does say...

Includes 5 Federal e-files and 1 State via download ($40 value). State e-file sold separately. Free U.S.-based

Probably a typo on the Amazon website for the Home and Business edition.   The state program will be included for any of the desktop editions except Basic and the Business Edition.

Scroll down and read the description -

Remember that in Deluxe and higher desktop versions, the state preparation module is included but state e-filing is always an extra charge.   (You may be able to avoid this charge by printing and mailing your return, or check to see if your state has a free e-file program that allows you to copy your Turbotax return into the state online forms.)

Don't get sucked into a pre issue deal ... the beta version of the 2022 program will not even be available until mid November.  And the fully functional program not until late January ... so don't be surprised that there are glitches in the beginning like there is every tax year.

If you are trying to do some end of year planning you should be using the 2021 downloaded program in the FORMS mode using the what if tool.

And if you can wait a couple months the stores have sales.  I always get mine from Costco in January with a coupon.

Amazon is still selling a Federal-Only Deluxe version.

There's always a federal-only version because some states don't have state taxes, but some people buy the wrong one.  (The worst thing is when stores in a state with income tax sell boxed copies of the federal only version.  They really shouldn't do that.)
