I'll assume you are using Online TurboTax.
Did you go all the way through the State Taxes tab and MI state interview to complete the MI return, and are you now needing to know how to download/print the state return?
If you completed the Michigan interview, is this your situation:
Did you try to download/print the PDF at the Tax Home, and the PDF was incomplete--it only contained the Federal return?
If so, there's another way to download/print a larger PDF. You can go back into the return interview and hopefully download/print a more complete PDF containing the state return from the Print Center.
By the way, if you haven't paid for the state return yet, it will ask you to pay prior to printing when you go through the steps below.
If TurboTax thinks you were finished, your return interview may be closed. In that case you have to open the return back up to get to the Print Center.
NOTE: Remember all PDF tax documents and tax data files are very sensitive files, since they contain your personal ID info, financial data, and possibly bank account numbers, etc. Be sure to store them safely and securely to guard against computer theft, hacking, etc.
Have you gone into the State section and start a Michigan state return. The state return will pull from the federal but you do have to go into State and actually go through the State questions before it will generate a return.

I am having this exact problem, it is like an endless loop. I just want to print my returns to file and only the cover letter for my Michigan return shows up. Very frustrating.

Did you go all the way through the Michigan state interview and finished preparing the Michigan return, and then went through the REVIEW tab to see if all was in order?
And are you now trying to print from the FILE section in order to file by mail as opposed to efiling the State return? Normally efiling is best, but you may have something in your return that cannot efile.
BTW, have you paid for the state return? It won't let you print the state return until it's paid for.

I have done other returns for this year and I can at least view the MI 1040 return. This is a specific situation as described above where Turbotax is telling me I cannot efile, but I can file by mail. Then only the cover sheet for the MI 1040 shows up in the created pdf. I don't know if the problem above me in this conversation was resolved by "deleting' the MI 1040 and starting over, but I can't even figure out how to do that with the link provided. I think that link may contain outdated information.

To see a preview of your State return in TurboTax Online follow these steps:
You cannot view the forms in TurboTax Online until you are finished.
To delete your MI state return and start over:
I'm not using the online version, I paid for and downloaded the program.
During the review it says there is one area on return where you need to review entries. i click on that and it says my tax situation has made me ineligible for e-filing (that's fine with me I'd be happy to print return and mail it). it also says the good news is that I can print the return and mail it. if I run smart check again this same error pops up all over again. If I click done it takes me to Audit defense screen etc. then tells me I've chosen to file by mail. Then it generates a pdf with instructions and Form 1040 but only MI 1040 instructions, no MI 1040 in the pdf. the instructions for the MI 1040 (with no tax due) tell me to make sure to print and file the return, but it is not there.
That is my situation, which is described to a tee by the original poster above.

Also in the instructions for the MI 1040 it tells me that the form is included for printing, but it is not. So it actually says it is there but nothing is there below the MI 1040 instructions in the PDF or the preview.
I'll add I've been buying and using Turbotax for at least 20 years and have never encountered anything like this.

Now that we know you are using desktop software, is it fully updated to the latest release? Have you rebooted/restarted your computer after the latest update? Are you using the Windows version or Mac version?
If you don't receive any comments that resolve your issue in this user community forum, here's how you can phone TurboTax Support for realtime assistance. Perhaps they can also figure out why your Michigan return is ineligible for efiling and offer some workaround.

Turbo Tax will not even allow me to start my Michigan State return. I downloaded it and it says that I have it and it is updated, yet when I hit start it goes back through the same process over and over. It will not even start the return.

Have you rebooted (restarted) your computer after downloading the state software? Have you already completed the Federal return?
