We have the exact same problem in OH. It's not you, it appears to be TurboTax.

I purchased the CD version of Turbotax Deluxe 2019 and completed my federal taxes using that program. I was able to successfully submit the federal tax forms online. I cannot do anything at all with the Wisconsin state taxes even though it was to be included in this purchase. I have uninstalled and reinstalled Turbo tax and have run all the updates.
I tried calling Turbotax for help & support at this number: [phone number removed] but of course the call would not go through.
I have spent way too many hours on this, and am very disappointed to have paid for a program that is not working properly. I would please like some help with this.

My computer "expert" purchased the Turbo Tax Federal from Costco, only no state. It tells me at the end of my Federal return that I can purchase the state for $45. The problem is the next screen freezes up and I cannot
