It is asking for 2019 information. TurboTax needs this information to figure out whether your state tax refund is taxable. Part or all of it may be taxable if you itemized deductions in 2019 and deducted state and local taxes on your return.
Add up any payments you made to your state or locality, along with any state or locality withholdings from the previous tax year, including:
- Amounts withheld on your W-2, W-2G, and 1099
- Estimated tax payments for 2019
- Add any paid in 2020 for 2019 (it's common for the fourth quarterly payment to be made in January)
- Overpayment from 2018 applied toward your 2019 return
- Payments made with an extension of time to file
- Payments made when you filed your return
- Refundable credits
You can find most of this info on your 2019 state tax return.
TurboTax has (new?) question about totaling all state tax payments and withholdings. Is this just 2020 form 1099-G box 2 for tax year 2019?
It isn't new.
If you receive a state refund in 2020 for tax year 2019, the refund may, or may not be taxable income on your 2020 federal return.
It depends on whether for your 2019 Federal return-
If you took the Standard Deduction (NOT TAXABLE)
If you Itemized and claimed State SALES tax rather that State INCOME tax (NOT TAXABLE)
If you itemized and claimed State INCOME TAX, the refund COULD be taxable or partially taxable. THAT depends on how much state income tax you claimed on the 2019 federal return. The TurboTax program is asking for that number. you can add up the state income tax withheld from your 2019 tax documents or look on your 2019 Schedule A.
I'm looking on my Schedule A. box 5A is checked. Is this the amount I should use?
If the box is checked next to line 5a on your Schedule A for 2020 that indicates the amount in line 5a is sales taxes and not income taxes paid. If that is the case then none of your refund will be taxable. You can enter the amount from line 5a in the box for payments and withholding or leave it blank as it will not matter on your taxes.
Later you will also be asked if you took the standard deduction in 2020. If yes, then that will also make the your refund not taxable.
If indeed you do need to find the withholding and payment amounts, then in your download/printout of your 2020 return you will need to locate the "Tax Payments Worksheet." There you will find the all the withholding and tax payments from the prior tax year.
