I have received something in the mail the regional income tax agency for Ohio claiming that i did not pay some kind of city resident tax , for the past 3 years..now i owe

I owe money and i dont understand how it was missed i answered all the questions about owning a home correctly

Some Ohio Cities have an income tax.  The income tax is separate from property tax. Any Ohio city, with an income tax, is allowed to have withholding taken out of your pay while you worked in that city. Your employer is required to do that withholding. You can't get a refund unless it was improperly withheld, i.e. you didn't actually work there for all or part of the time that your employer was withholding.  If you live in a city with an income tax, you are subject to that city's tax as well. The city you live in will usually allow a credit or partial credit for the withheld tax you paid to the work location city. You don't have to own a home, all residents are subject to the tax. Residents are required to file an annual  city income tax return. 

 

There are 2 state wide agencies that help Ohio Cities collect City Income taxes. One is CCA (Central Collection Agency) and the other, larger one, is RITA (Regional Income Tax Agency). There is a pull down list of cities, in Turbo Tax(TT), for both City Tax Forms (CCA) & RITA. You apparently live in a RITA city.

TurboTax (TT) does not automatically prepare a city return, you must initiate it. At the screen, in the Ohio program, titled 
 "A few things before we wrap up your state taxes"
      scroll down to Ohio City taxes. 
Or, later
"Your 2016 Ohio Taxes are ready for us to check"
    -Click Other situations
    -Scroll down to Ohio City taxes. 

TT cannot e-file an Ohio City or RITA return. It must be printed and mailed.

I actually find it easier to fill out a city return by hand or at the city, CCA or RITA web site, than to use TT. Things don't happen automatically and you need to know what you’re doing. The actual  RITA/city forms are easier to follow than the TT interview.  http://www.ritaohio.com/

The preparation and filing of an Ohio school district (SD) tax form is not automatic. You have to initiate it in the Ohio part of the program. You probably didn't file. Most people will either owe or get a refund (Not come out even). So, if you don't have  a record of a payment or refund bank deposit, you didn't file.
I suggest you go to the Ohio web site, print and file the form. http://www.tax.ohio.gov/Forms.aspx  You need form SD100

School District and City taxes are totally separate. You do not use form SD100 for city tax. The Ohio Dept of Taxation administers School District income tax, but not City income tax. That's why the notice came from RITA, not ODT.  Only wages (W-2) or self employment is taxed.

I found this suspicious as it doesn't come certified mail with proof of receipt. I got one from RITA, thought it was hoax, and then a "subpoena" with appearance date by REGULAR mail. I've received similar erroneous mail from supposed lawyers for collections.

 

It's not very official considering they want ALL of my info. WTH?

If you do live in a RITA area then you have to file your RITA returns and pay.  TurboTax does not file your RITA return for you.  Many OH residents work in one RITA area and live in a different RITA area--sometimes the tax rates in each area are the same, and the amount the employer withholds satisfies RITA.  But if there is a difference in the rates -- and there can be -- you have to file a RITA return and pay the difference.  You can do this most easily on the RITA site either annually or quarterly.  But if you now have a subpoena you need to sort out what it says to do and take care of it.
