I ne-filed my state refund in April and have not received it yet. I just spoke with Arizona Department of Revenue and they stated that they did not have anything on file from Turbo tax. I had to send my Federal payment in by mail and that check was cashed within one week.

Sorry, If you mailed the federal return you have to also mail the state. You can only efile state if the federal was efiled and accepted first.
When you efile you get back 2 emails. The first email only confirms the transmission. The second email says if the IRS (or state) Accepted or Rejected your efile.
When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc. What does it say?
Check the printout or PDF of your return; look for the state cover sheet with the Turbotax logo. It will say how to file it.
OK. Thank you. I assumed that Turbo Tax filed it as the $25 fee was taken from my credit card. Can I get that $25 refunded?

You will need to contact TurboTax support to have the state e-file fee removed or refunded from your credit card account. Use the key works Billing Issue.
