THE OFFSET PROGRAM CAN TAKE MONEY FOR ANY DEBT OWED FOR WHICH AN OFFSET IS IN EFFECT  BUT ONLY FROM YOUR REFUND..  THE STIMULUS IS DIFFERENT ONLY CHILD SUPPORT CAN BE TAKEN
