The form NYS IT-204-LL availability has been delayed. You can see State forms availability table for TurboTax Business for updates. When the form is available, you will need to ensure your software is up to date before reviewing the form in TurboTax Business and verifying your payment draft date. To check for updates, open TurboTax and select Check for Updates from the Online menu near the top.

It's not clear where your screen shot is from but the correct place to watch the forms availability for filing a NYS Partnership return using TurboTax Business is State forms availability table for TurboTax Business. The form has not yet been released for printing or e-file.

When the form is available, will the $25 payment that I already put through be processed?
And why are there so many NY forms unavailable for efiling until 3/10/2023? This seems much much later than last year and is holding up the NY efiling for businesses (1065)?

@AliciaP1 [Edited] Sorry, So, the form is available for online TT version but not for Windows version.....but the link to pay for IT-204-LL showed up in the software and takes me to the online page where it accepted payment and submission (or so it said). I figured I access the same IT-204-LL page in TT whether I file online or access the link via Desktop version, very confusing. I will wait until 3/10 and try to file again.
Will the $25 fee for NY for the IT-204-LL finally be pulled for the form I filed like 2 weeks ago?
turbo tax business is not approved yet by nys tax department for efiling 2022 form IT-204-LL, I think you accidently efiled for 2021 and this is why payment was not taken out because you already efiled 2021 last year, I am going to wait until Tuesday and then file by mail hard copy of that form

Nah, the link from Windows TT took me to the right webpage where TT asked about 2021 Gross Income (which I was told is what is used to calculate IT-204-LL fee for 2022). It is possible that TT made the web page available even before it was approved by NY state - which explains why the fees has not been withdrawn. Is it queued up and will it be withdrawn once the state approves TT, hard to predict.
As of this morning, this page shows TT Business - Windows Version is approved by NY state; where as this page shows that it is not. If anybody has some clarity to this, would appreciate it.
I do not understand why TurboTax will not answer this question clearly and directly. When logging on the web portal to fill in the information for IT-204LL and putting in bank payment information, no update is provided either showing the status or anything. I completed this information as soon as the portal opened, yet no bank debit which may be the only verification that it went through. If TT accepted the forms prior to March 10, but not processing until after March 10, today is March 11, so why nothing. Making matters worse is the NYS website says TT is not an authorized efiler for 2022. Spending needless time on this is so unproductive.

For Windows software, 1065 Partnership, New York Form IT-204-LL is available and "Ready for print" and "Ready for E-file".
When you are using the "tool" posted in this Help Article to check the availability of forms, you will want to make sure you are selecting the correct TurboTax product. You will see that Form IT-204-LL is only available for Windows software with the return type being 1065 Partnership. If a form you need is not listed within the “tool” then that means it is not supported by TurboTax at this time.
You will want to make sure your software is up-to-date. Please see this Help Article for instructions.
when you look can paper copy of that form on nys website, it asks you for 2022 income, as I pointed out, nys tax website still lists turbo tax business as not approved for efiling of that form
