So, we're going to send in an amended return via IT-203X. Seems simple. But, do you recall exactly where you entered your credit amount for Form 242? Thanks.
I don't know if IT-203 differs from IT-201, but for 201 it goes on Section D, 12a, as code 302. Turbotax will then put it in all the right boxes automatically such as: 14, 18, 48, and 71 as well as a worksheet.
We also paper-filed our New York return, mainly because TurboTax does not support the IT-242 form for the conservation easement tax credit and NYS no longer allows e-filing via TurboTax with a PDF form attached. This year our NY refund was equal to that credit, minus some amount put in for uncollected NY sales tax on out-of-state purchases. I did not think of e-filing via TurboTax first but without the credit, then filing an amended paper return to claim it. Curious to see if those interested here can figure out which way would be better to do if this problem continues in future years, so it would be good to continue to share updates.
so, you will just print out these forms for your paper filing?
I already paper-filed (about 2 weeks ago). I used what I had filled in on TurboTax (without the credit) as a guide, but mainly used the forms available on the NY tax website (https://www.tax.ny.gov/pit/file/packet.htm). Some were "fill-in" PDF versions, and for others I needed to print the blank form and fill in things by hand.
thanks. We have already filed NY State and are expecting a refund. We will hold off filing an amended return until we get the refund. Then file the amended that just deals with an an additional credit. Don't want them delaying the original refund for the comparatively small additional credit. It would be nice to see TTax add the IT-242 to their list of supported forms.
NY has issued my paper filed refund on the tax credit. Mailed to NY on 2/11 and will be issued on 4/15. So I concur that better way is probably to efile without credit and then paper amend with credit. I hope turbotax will fix this next year.
Your recent post led me to check my refund status, surprised to see they were instead sending me a bill. That arrived today, for the amount of uncollected NY sales tax. Otherwise I had no tax due, so refund should have been my refundable conservation easement credit minus that small sales tax amount. Their notice said they adjusted the credit "to match the amount reported on your Form IT-201-ATT." But my paper-filed return clearly showed the credit on that form, and IT-242 was also included, but it appears they overlooked or ignored them. I used the online service to protest this and uploaded PDF of my filed paper return. To be continued.
Last year I did that kind of protest when they missed my easement refund as a PDF attachment. Once the maximum wait period passed with no updates they were willing to escalate me to someone who has all the buttons for any situation. Some kind of wizard behind the scenes who looked at my attachments and sent me the refund the next day. It should work out but you'll likely have to patient before they'll help you. Good luck.
It took quite a while, but at last a favorable outcome. I had received no response since I filed an online protest to the NYS notice saying I had no refund coming and instead needed to pay the small amount of sales tax. About a month ago I started trying telephone calls to NYS but had difficulty connecting until about 2 weeks ago. I was put in touch with a "resolutions unit" and talked to one of those "wizards behind the scenes" who looked at my file and saw that somehow they missed my credit form in processing my return. He said I'd get a notice within about 2 weeks showing no balance due and also the refund requested on my return. The notice came late last week and the refund today. Waiting to see if for 2022 TurboTax will continue not to support that form and NYS not accept PDF attachments and thus forcing paper filing.

IT-242 is NOT listed so it won't be supported at all. Presumably the code 302 override will again work to get the bulk of the NY return done and then you'll have to manually add the IT-242 to the paper return from TTax before mailing.
The good news is NY DTF managed to process my TY21 paper return in about 3 weeks when I finally filed in September. The IRS is still quoting 'months' for processing paper returns.
Thanks for the update. So, looks like paper filing again, but some here have suggested doing e-filing without the conservation easement credit, followed by a paper amended return to claim it. Not sure if there's a clear right or wrong answer, as stories have varied, although eventually, with patience, the credit seems to have been recognized and allowed.
