I am getting the same error...it says Form IT 140 Adjusted Gross income includes an adjustment for Covid relief. We are still working on updates related to this for WV and will remove this message once fixed. Msg has been there for a week.
What version of TurboTax are you using? You want to make sure your system is up-to-date so you will see the forms when they are available.
Make sure your return is saved in your TurboTax account and then sign out. Clear the cache and delete the cookies on your computer, open a new browser, sign back into your account and try entering your information again. You may also want to change browsers, for example, if you are using Chrome, try switching to Firefox.
In addition to clearing your cache and cookies, you want to make sure your operating systems are up-to-date as well.

I was told by an employee at turbo tax that the form wouldn’t be fixed until 3/11. I asked for my money back since I wasn’t able to e-file. I was only given a partial return. I have to file 2 state tax returns because I have rental property in another state. This is the last year I will use turbo tax.
See answer below. Same thing. It says I have an error in my state return and says the form isn’t available so I can’t e-file. It is supposedly going to be updated by TT on 3/11. I’ve already asked for a refund since I’ve already paid for federal and 2 state tax returns. It’s ironic that it takes 5 seconds to take my money out of my bank account but 7-10 days to give it back. WV said the form is available. You guys just won’t update tour software in a timely manner.

I rcvd message indicating resolution yesterday but still am getting same error (cleared cache and browsing history). Several people have indicated that they still are unable to file as well. I tried to have someone call from customer service, but did not hear from anybody.
It depends.
There have been several changes that have happened during the actual tax season this year. It has created a lot of differences with how items are reported for your federal return versus your state returns. Many states conform to the federal changes but others do not. Initially, the changes dealt with the treatment and taxation of retirement distributions due to Covid-19 relief.
However, the latest changes involve unemployment income. The latest release under the American Rescue Plan allows for the first $10,200 of unemployment income to be exempt from taxation for federal purposes.

The updates have been made for the federal returns using the online program. The updates are being implemented for the desktop software. The updates are currently being implemented for all of the state regardless of whether you are using the online or desktop program. This could be why you are still unable to file your state return for West Virginia.

Form 140 line 15: Enter the amount of interest income from non-Arizona municipal bonds that you did not include as income on your federal return. You may exclude any expenses incurred to purchase or carry the obligation. Reduce the interest income by the amount of those expenses that you could not deduct on your federal return.
