we moved to DE in November from NJ. Should we file as a full-time resident of DE?

No. You file as part year residents in both states.
As part-year residents, you can elect to file as either a resident or non-resident.
You can prepare both a resident and non-resident return. Then, you can file the one that's more advantageous for you.
See Who Must File? in the Form 200-02 NR General Instructions for more information.
Thank You. Do I take the standard deductions noted on line 38? we lived only one month in DE for 2020?
