Check your W2, 1099-G and any other tax form entries that have Colorado tax withholding. Correct any errors.
If you autoloaded any forms that have Colorado withholding (like a W-2 or 1099-R or 1099-G), then make a copy of the information on the form, delete the form, and re-enter the form manually.
Note that this is almost always a typographical error or the result of an error in data entry.
If all of your entries are correct, you will not be able to efile and will have to mail the return - but try to avoid this by deleting and re-adding as much as is required in order to get the e-file to go through.

Many thanks for your answer on this question - my return has been rejected twice now for this same error.
My question is more about TurboTax itself. The first time my CO return was rejected, I signed back into TurboTax and it gave me a link to click that appeared to say that it would correct the error (my apologies, I don't remember exactly what it said). I went through the return, went back to the W-2s and 1099s and all of the numbers matched what was in the TurboTax state return Form 104, including Line 20.
What am I missing? The software simply pulls the info in from entered (imported) W-2s and 1099s. The math all adds up.
Also, now it doesn't appear to have that link that I mentioned before (about correcting the error). Do I have to pay now to file again electronically?

Follow on question - I've deleted the form (Form 104), but it won't let me manually re-enter the information. Again, what am I missing here? I clicked delete the form, it took me to the Form 104 info sheet, but it doesn't allow me to manually enter the information.

When a return is rejected for e-file, then you can re-open the return, fix any errors, and go through to e-file, and it will be e-filed as if for the first time.

Did you delete just form 104, or the whole state? When you say that it won't let you re-enter the information, how is it stopping you?

I deleted the form 104 as per the original poster's directions. However, after I clicked the delete form button it just came back with all the information still populated in all the fields. Since the error was on line 20 I attempted to delete the information in that line, but it's not intuitive. I right-clicked and there was an option to overwrite the information, so I did that for line 20, saved it, and refiled it. It was again rejected.
When I say it won't let me re-enter the information, I mean that even after deleting the form 104, it just comes back up already filled out, and the overwrite technique I just described was the only way to input information.
What I want to do is delete the form 104 and manually re-enter all the information as per the OP's instructions. Is it possible that I will have to overwrite each cell by right-clicking and selecting overwrite? It does not seem like the form gets deleted when I click on the delete form button.
Again, all I'm trying to do is follow the OP's instructions to delete the form, fill it out manually and then attempt to e-file again. Thanks in advance for any help!
Here is the exact messages I'm getting from TurboTax:
Logging in to try to fix the state errors, I get two messages. The first says "Your 2020 Colorado Return was Rejected. Select "Help Me Fix It" and we'll walk you through the errors. There is a grey "Help Me Fix It" button to the right of that message.
Just below the Colorado 2020 box, there's a blue icon that says "Errors Fixed & Ready to File."
When I click the "Help Me Fix It' button I get the following text: Description of Error. Colorado income tax withheld claimed on Form 104 line 20 must be confirmed by the state income tax amounts shown on Colorado withholding statements.
What needs to be done: Review all forms associated with this return that have CO state withholding (such as W-2s and all types of 1099s). Verify the state withholding has been entered accurately and is associated with the correct state. Please Review the reason for the reject. However, if the reject continues, you may want to file this return via U.S. Mail. To file your state return, print it and mail to the appropriate taxing authority.

May I assume that you have the CD/download software (it sounds like it from your description)?
Can you go look for the Forms W-2 & W-2G Summary? Look at lines 16 and 17. Are they correct?
If not, please look higher up on the Forms list for Form W-2 (name). Is there more than one? Is there a W-2 without a name? If so, please delete it.

When you pull up the forms view on TurboTax, then click on the form (in this case the form 104), one of the options is to delete the form (this is in the TurboTax program). Since the OP didn't list a procedure I just figured it was common sense to use this feature. It doesn't seem to work, however, as the form stays in the list and data is intact. I might be doing something wrong, but I guess when it says "delete the form" I kind of think that would be the correct answer.

I did, and it appears to be correct, however I'm going to really go through it this week and just make absolutely sure.

I really appreciate the tips, I am going to try them for sure, will post results. What's frustrating is that whole point of buying/using TurboTax is that it magically makes all the connections, transfers of data/information, etc. Very frustrating for a layperson to have to do this much work to simply file a state return when the Federal return was accepted without errors.
I understand your frustration, but, sadly, making such software available to the general public creates possibilities for unpredictable results.
For example, when you auto-import a form like a W-2, TurboTax didn't create the W-2 on the other end, instead, we are dependent on the employer or payroll company having done it correctly.
This feature is convenient when it works - and it usually does - but when someone gets unusual results relating to a form like the W-2 or 1099-R, the first thing I advise them to do is to delete the form and type it in by hand.

One quick question - since I am apparently not understanding how to correctly delete a form, would you please list for me the steps to delete the W-2/1099s and then re-enter the information manually? I don't want to assume that I know how to do it.

Thanks Daniel, I deleted the W-2 and 1099-R, walked through the state return again, tried one more time to electronically submit it.
If that doesn't work then I'll mail the hard copy.
