The only way to confirm is for you to complete the state tax return for the year in question. Once the state return is completed you will see if you are going to receive a state tax refund or have state taxes owed.

I Overpaid taxes in one state and owe taxes to another. Shockingly I received a deposit from the overpaid state but of a significantly lower amount that what was anticipated, I called the offset number and have no offsets. What would cause this? Does an overpaid state pay the owed state?
They could have made a change to your tax return (income, dependent, credit, deduction, etc) or they may have taken part of your income for some state debt. And, no, state taxing authorities are separate entities. One state does not know what you owe or are getting refunded from the other state. You should get a letter from the state that sent you the refund with an explanation of the changes they made to your return/refund. But you will still need to pay the balance due to the other state by the deadline - 04/18/23 for most states. You can contact your state's Dept of Revenue to check payment deadlines and/or if you do not receive something with an explanation about the adjustment in the mail soon. @JCP2125

No. It means you over paid the state and will be refunded the amount of your overpayment.
