Does anyone have any idea when I will be able to file a NY return that his an early retirement distribution that qualifies as COVID relief at the Federal level. The product won't let me file, but I can't find guidance on when to come back to file.

NOT filing by mail. The kicker is TurboTax already charged my credit card but I still can’t file my return because of this covid issue with retirement distributions. Very frustrating!
Form 8915-E is now available. You should be able to proceed and file your returns.
Unfortunately that is the Federal form you referenced @MichelleLO . I cannot get past the “Fix your State Return” section of filing for NY STATE return because it errors on the IRA withdrawal worksheet.
The product will not let me eFile, and NY wants eFile. I will not mail my return.

There are at least 30 states who have not conformed yet to the most recent legislation. So returns for those states cannot be e-filed. New York State is one of these states.
So does this mean that we will not be able to e-file our state returns this year?
@DaveF1006 as an Intuit employee with Expert status, rather than making an excuse - I’d hope you could provide a solution or a suggestion.
(I can imagine the suggestion you have for me in your head right now, but not *that* one... I’m not that flexible.)
Here’s my problem - the error is on a worksheet. I’m happy eFiling as it stands without distributing the income of the withdrawal. The product won’t allow me to. The “error” is poorly worded, and the product and support offer me no guidance, no date to expect resolution... nada. I have unfortunately already paid for the unfinished product too. So I have to ask Customer Service for a refund and take my business (personally and professionally) elsewhere. It’s not the state’s fault when the product can’t provide a positive user experience. The advice to just file by mail tells me that it’s the product not the NYS tax department.
How does one escalate an issue?
This is still remains an issue. It has to do with the functioning of TurboTax not the NY State Tax department. I, and others, are unable to efile tax returns using Turbo Tax because of this functional error. As @CK240 states, we are unable to file even without distributing the income across the the three years. Something is wrong in the TurboTax software and needs to be corrected. I am waiting a couple more weeks for a resolution until I go elsewhere to file and request a refund from TurboTax. I have been a customer for years but this issue, if unresolved, will result in the loss of my business. Very frustrating that there is no helpful response from Intuit / TurboTax.
So, here is proof that this issue is the TurboTax software processing. I just created an account at H&R Block and entered my exact same information there. The federal calculations matched TurboTax. However, the NY State results were far off! H&R Block correctly processed the NY State return correctly whereas TurboTax does not. I suspect it has to do with the treatment of the COVID retirement distribution from what I can tell. So, Intuit, please fix this issue. Thanks!
Update: Spoke to TurboTax support on the phone. They say this issue will be fixed on March 12. I referred to this discussion and suggested that someone from Intuit post that information here. I guess we shall see.
I was told March 1 would be the fix, it wasn’t. I called back and was told March 5th, which it isn’t as of yet today. Now that I read you were told March 12th, I’m curious if this is a ploy to just keep us as customers, to not go elsewhere, but really no actually “fix” date.
