I lived in a new state for only 3 days in 2018, during the holidays. I never received tax paperwork from the state. Do I still have to pay the turbo tax state filing fee?

I never acquired any income and all my new state fees came out to $0.

Then in the My Info section of the program where you enter your personal information select California as your resident state and indicate that you did Not live in any other state nor make money in any other states, if you do not have North Carolina sourced income in 2018.

There is no reason to complete or file a New York state tax return if you received no New York state sourced income.

I recently moved into North Carolina on 12/28/2018, coming from California.

So I should change it to say I only lived in CA the full year.  Then 2019 will be full year in NC?

Correct.  Assuming, as Don said, that you had no NC-source income during 2018.  Then 2019 will be full-year NC (unless you move again!)

Occasionally, CA might send a letter to you sometime in late 2020 or 2021 about not filing CA for 2019....but you'd just respond to them that you moved to NC right at the 2018/2019 turn of the year .  Keep couple of bills or CCd account statement  from NC purchases right at the 1st ,+ or - a couple days to prove you were in NC then.  Rental lease....home purchase statements might be off some, but they shouldn't complain to much about a minor bit of slop.
