With the Idaho Grocery Credit in the return, it will need to be filed by mail this year for a couple of reasons. It is not a dependent situation, as the review flagged, but the credit is still calculated and the return will need to be mailed.
If residents qualify, the credit is calculated on Form 24, which can be included in the e-filed return. However, residents that don't qualify for Form 24, can still file for the credit on directly their Form 40, Idaho Resident return.

If you cannot use Form 24, normally it would go on Form 40 for full time residents of Idaho.
However, this return contains a Form 43 because it includes a Part-Year Resident and the credit will be calculated for the number of months residency in Idaho by the resident that is 65 or older.
So, because the tax credit is calculating on Form 43, not on Form 24 or Form 40, it will need to be filed by mail. The good news is that the calculations are all correct and you will be due the tax credit. And, for 2023, if you are both full-time residents and age 65 or over it should be eligible to e-file.

I am having the same issue. Except I have two children and am not under any court order. My wife and I are under 65 so no need for a Form 24 (Over 65 grocery credit). My wife and I have lived in Idaho for a few years so Form 43 (Part Time Resident) is not relevant. Our daughter is 2 years old and has lived in Idaho her whole life. Our son was born December of 2022 so that is the only thing that I think maybe causing the issue. I have put his eligible months at 0, 1 and 12 and still get the same response from turbo tax that my form is ineligible for e-file and must be mailed with the court order with added qualifying children. Since I do not have any court order I am not sure why turbo tax is kicking this back and saying it is ineligible for efile. I believe there is a bug in the system.
It sounds like you are likely correct; the experience is due to your new dependent. It could possibly be a disconnect between the dependent data in "My Info" and the Grocery Tax Credit entries.
In the "My Info" section show that your dependent son lived with you for 12 months (even though born in Dec). In the ID Credits section the number of months eligible for your son will be one (1) based on his birthdate.
Still having the issue and have deleted and re-added dependents. Deleted the state return and re-added that. Currently working live with someone from TurboTax now and still not luck. Again this I believe is a bug in the system.
I am also having the same issue. I have two dependents and my information on my info is exactly the same as the grocery credit workings. I still get the same issue that I cannot efile and I have to paper file. This certainly seems to be a software issue. Can anyone help to efile this on time ?

The problem was fixed a couple weeks ago, so be sure you have the latest update of the tax program. Assuming you do, go to the view tab and select forms. Go through the Idaho return one page at a time. Any where you typed in a 0 or checked a box no, remove those items. The re-run the state tax check and you should be cleared to file electronically.

Thank You @dajirickard I had updated by Software but it still caused the problem. I had to remove the state return completely and restart the whole process. It fixed after recreating the state return.
