Bought Deluxe + state for Mac from costco online, but being directed to pay $40 to download State

Title about covers it.  I bought the Deluxe +State for Mac from costco.com but when I go to download my state, it says it's $40 per state and takes me to go pay.  

How do I get my included state download?

To download your state program for TurboTax for Mac:

1. Open or continue to your return in TurboTax.
2. Select TurboTax from the menu bar, then Download State.
3. In the pop-up window, select your state and then choose Next.
4. Follow the on-screen instructions to complete the installation.

Note: There is a fee to e-file your state. State e-filing is not included in your state download.

Are you sure it was for Deluxe and State?  The Costco website has two Deluxe edition downloads for a Mac, one with and one without the state program. 

If you paid $39.99 then it did Not include the state program.  If you paid $49.99 then it includes one free state program download.

I have followed those steps. When I get to step 3, there is a screen saying states are $40 each and from there, I am taken to a payment portal. 

I’m not trying to e-file yet, just download and start the state that is included with the product I purchased.

Contact TurboTax support, explain the situation and they should be able to push a state program to your download account at no charge.

I just checked on the Costco website.   They do have a program that says TurboTax Premier Federal + State.   The product also says  "TurboTax Premier 2021, Federal and State Returns + Federal E-file (State E-file Additional Cost), Ma..."

This is why you cannot e-file and you are asking to be paid.   It contained the software, but you have to pay an additional cost to e-file state.

@JillS56   You misunderstood the question.   They have Deluxe.   They are being asked to pay $40 to download the state PROGRAM not to Efile.   It is only $20 to efile.

I had the same thing happen to me and if I follow the steps you outline it wants you to pay $40 per state to download.
