You don't have to file a tax return at all, if SSA-1099 is your only income... Is there a reason why you are filing? If you must file for some reason, form 1040A will be generated for you by TurboTax, once you enter the form. You will have to print and mail your tax return, because you can't e-file with zero taxable income - and your social security benefits amount is not taxable, therefore all you will have on your tax return is zeros.
Repay SS 6,——.— and made 5,—-.— SS only .. yet the 1099 said I repaid 7,—-.— ! Any way how do I claim this on my tax return if this is my only income. I turned 65 in dec 2019 ! I had to live on 5, 000.00 for that year . I went to SS n complained about the difference of of over payback of 1,333.00 but they said it could be 6 months for a response!
If you are single and your ONLY income was SS benefits you have NO REASON to file an income tax return UNLESS you have a 1095-A from Obama care to report.
There is now a reason. The IRS website states CARES Act stimulus checks for seniors, even if their only source of income is Social Security, will now be available for those that file for 2018 or 2019.

Yes. People who typically do not file a tax return will need to file a simple tax return to receive an economic impact payment. Low-income taxpayers, senior citizens, Social Security recipients, some veterans and individuals with disabilities who are otherwise not required to file a tax return will not owe tax.
IRS.gov/coronavirus will soon provide information instructing people in these groups on how to file a 2019 tax return with simple, but necessary, information including their filing status, number of dependents and direct deposit bank account information.

WASHINGTON – The U.S. Department of the Treasury and the Internal Revenue Service today announced that Social Security beneficiaries who are not typically required to file tax returns will not need to file an abbreviated tax return to receive an Economic Impact Payment. Instead, payments will be automatically deposited into their bank accounts.
“Social Security recipients who are not typically required to file a tax return do not need to take an action, and will receive their payment directly to their bank account,” said Secretary Steven T. Mnuchin.
The IRS will use the information on the Form SSA-1099 and Form RRB-1099 to generate $1,200 Economic Impact Payments to Social Security recipients who did not file tax returns in 2018 or 2019. Recipients will receive these payments as a direct deposit or by paper check, just as they would normally receive their benefits.
***** However **** they may WANT to file a "simple" return if they have dependents under the age of 17 to get the extra $500 now instead of waiting to file a 2020 return ... details on how to do this are still TBD...

In order to receive a California stimulus check, one must file the state tax. In order to file the state tax, one must file the Federal tax. Turbo tax is not doing the electronic filing of the Federal tax.
