Are you referring to the Payer's Federal ID number; i.e., the institution that sent you the form?
If your 1099-R form is the standard IRS version and not a "Substitute" version, it should be on the left side just below the Payer's name and address.
It may say "Payer's TIN". It should be just to the left of your TIN (the recipient's TIN.)

You are in the wrong section of the program. There is no Payer ID on a SSA-1099
To enter Social Security benefits reported on form SSA-1099
Click on Federal Taxes (Personal using Home and Business)
Click on Wages and Income (Personal Income using Home and Business)
Click on I'll choose what I work on (if shown)
Scroll down to Retirement Plans and Social Security
On Social Security (SSA-1099, RRB-1099), click the start or update button
Or enter ssa-1099 in the Search box located in the upper right of the program screen. Click on Jump to ssa-1099
I called Social Security and they didn't know anything about the payer's ID number for SSA 1099

As I previously stated - You are in the wrong section of the program. There is no Payer ID on a SSA-1099
If it's asking for an EIN number you are entering it in the wrong place. There is no EIN on social security SSA-1099.

Then scroll down to Retirement Plans and Social Security
Then the second line - Social Security (SSA-1099. RRB-1099) - click the Start or Revisit button
Yes, I got it off of the 1099-R and it is 34-072761, but the program will not accept it!!!

This thread is about Social Security on a SSA-1099. You have a 1099R it's a different form.

@Robert Collins A FEIN (federal employer identification number) is nine digits. The number you posted is eight-digits.
As @VolvoGirl said, TurboTax has a separate place to enter SSA-1099. Do not enter Social Security benefits as a 1099-R. Social Security requires a separate tax calculation. If you enter it as a 1099-R, you tax return will be incorrect.
