There are several kinds of 1099G. One for a state refund you got last year and another one for Unemployment and a couple others. They go in different places. Only enter yours in one place.
Actually there are several kinds of 1099G's. You could have a 1099G for a government refund; you could also have a 1099G if you received unemployment benefits. And they are entered into the software in different places. So---be careful which kind you are entering.

There is only one form 1099-G with several uses, but it's still the same form.
Presenting the topic with variation and at different entry points in the process is confusing and quite ambiguous.
Same thing with 1099-MISC; it's presented twice, but only the second one works as it's also a subform of Schedule-C, which the software will not allow you to do out of order - it's just loops "missing form, check one of these boxes", and then just continues to tell you it can't proceed without the missing form.
@barnam3 You can split hairs if you want to. We are here trying to help users navigate TurboTax software effectively and correctly in order to prepare their tax returns.
