Is there another place to find Payer's TIN on a SSA-1099-SM?

There's no other spot for the TIN that I can find.

You are not entering it in the right spot.   You should not be asked for the TIN on an SSA-1099-SM.   Use these instructions to enter your form.   TurboTax knows the government's Tax ID, so if you are being asked for it, you are entering a different kind of form.
