i cant finish doing my taxes unless I give a year info for when we received a lump sum.

It is asking if you received a lump sum in 2023---not if you "ever" received a lump sum.

If you did not receive a lump sum payment on the SSA-1099 for 2023, then when asked if you have a lump sum payment answer NO. Go back and change your answer.
