You do NOT do that in the NC software...you do that in the Federal section, where you entered your 1099-R form.
Edit that 1099-R and on one of the pages following the main 1099-R, you make the Bailey selection.
(the following kind-of targeted Military 1099-R...but also applies to other Federal/NCstate/NClocal 1099-R forms.)

Thanks, but when I click the "bailey..." button on the Federal Income section, it does not ask for any additional info. And then it carries over $0 reduction into the state form and does not allow me to revisit.
That can happen if you put a zero in box 16 of the main 1099-R form. Don't do that.
Even if box 16 is empty empty on your paper copy, you should put the value of box 2a in box 16.....as long as box 2a has a real non-zero value. IF box 2a is empty and marked "Undetermined" in 2b, then you put the Federally-taxable amount of box 1 into box 16 (that is usually just the value of box 1...but not always).
My software has automatically backfilled the proper value into box 16 after I have gone thru the entire 1099-R interview, but I can't know all 1099-R situations. Once Bailey is selected, the software uses the box 16 value to subtract that from NC income.
Of course, I can' know if your 1099-R is really Bailey eligible. Make sur you read the eligibility requirements on the NCDOR webpage if you are uncertain.

My software does not show a box 16. Also, the paper 1099-R does not provide a box 16, but I believe it is Bailey eligible.
If it's a plain old 1099-R, the online software provides it.
IF it's a CSA- or CSF-1099-R in the Online software, then you might need a proper Federally-taxable value calculated on the form for box 2a

I tried a CSA-1099-R with box 2a empty....and as long as I said the entire amount was taxable on a follow-up page...NC used box 1 for the NC Bailey subtraction
But....if box 2a is empty, and you go thru the General or simplified method to calculate box 2a, I'm not sure how that works because I've never dealt with that.
