You do NOT do that in the NC software...you do that in the Federal section, where you entered your 1099-R form.

Edit that 1099-R and on one of the pages following the main 1099-R, you make the Bailey selection.

(the following kind-of targeted Military 1099-R...but also applies to other Federal/NCstate/NClocal 1099-R forms.)
