Thanks so much for your suggestion (and also to "SteamTrain"). It did the trick, and I was able to e-file. TT should REALLLLLY add better guidance for reporting 1099-R information.
THANK YOU, Your Specialist Amanda and I worked for hous trying to figure this out. Once I entered the gross distribution in box 16 all was fixed. Thank you Jess for sending me a link to this post.
if you check with Vanguard, they had a problem they corrected after you downloaded the 1099r, in my case I went into forms and deleted the 1099 and all worked. also depending on the timing, the first time through tubotax it wasn't flagged as an error, after fixes were applied it was flagged as an error. good luck

If there were no state taxes withheld in box 14 of the Form 1099-R then leave boxes 14, 15 and 16 blank.
I did and it didn't work. Still comes back to 14a with blank line highlighted. Please fix.

Then delete the Form 1099-R and re-enter manually. The Form 1099-R can be e-filed without having anything entered in box 14, 15, or 16. I have been doing that for years, including this year.
Box 16 can NOT be blank. Fill it in with the amount in box 1.

Because for years, financial institutions know that the state distribution is ALWAYS the same as the box 1 Federal distribution (unless you lived in two states during the year and had tax withheld in both states, in which case the state distributions would be different - very rare) so they leave box 16 (was box 14 until last year) blank. It is understood by all financial institutions and states that a blank box 16 is understood to be the same as box1 (except for two states that don't like a blank box 16).

Then why is the review of federal taxes showing it as an error to be fixed?
I couldn't move past it until I entered Box 1 amount to Box 16.
Turbo Tax needs to fix this.
Deleting the W-2 and re-entering did not work for me.
What did work for me was:
"Box 16, State distribution, is the amount of the Gross distribution (Box 1)."
Despite box 16 being blank on the W-2, this DID work for me and I could continue on to file.

This worked for me.
Despite my W-2 not having any info on this box, I entered it into Turbo Tax and was able to continue to file.
I don't mean to take credit for this answer. The answer came from the expert on the first page of this thread.

I saw your note from last year and had a question about NC that relates to your answer. My 1099R box 2a is blank and the box 16 is blank. In the follow up page labeled "Source of Distribution" and after the boxes for "Bailey, Railroad, etc." for that particular payor, the "state distribution amount" is left blank but the NC State ID number is filled in automatically. Do I need to type the gross distribution amount in the box. I assume this is to assure the gross distribution is taxable in NC if the taxable amount in 2A is left blank. Thanks
