1099-R Box 14a for efiling New York State withholdings can not be greater than or equal to gross distribution or state distribution (nothing in box 16 on my form).

Thanks. This really solves the problem. Shame that till 2023, Intuit has still not fixed this Glitch.

I also had this problem.  Will NYS see the excess that I had withheld and give it to me or do I need to file an ammended return?

What did you Fill in Box 16? Turbotax will not let you eFile if Box 16 is Empty.

You can put the same amount that is in box 1 in box 16.

Thanks, I realize that now.  Box 16 was blank on my 1099-R so I didn't enter anything there in TurboTax.  I wish it had been more clear when I will filling in the boxes.  My current problem is getting the money back from NYS!  Do you know if they will "see" the excess and send me a check for that amount or if I need to file an amendment?  Is there an easier way to do this?
