You do not enter the pay voucher on a tax return. You enter your military W-2.

I got the Military Pay Voucher in addition to the W-2. It has federal and state tax withheld on it. Is the income and taxes withheld rolled up in the W-2?

If the voucher was issued at any time in 2020 those amounts will be included in the 2020 military W-2.
