It depends on whether you use Online TurboTax or desktop software (CD/download), the product edition you choose to use and whether or not you file a joint return, or if you are filing married separate returns. In the online products, there is a fee for both Federal and state returns. In the desktop products, a state return may be included, but there is a state efile fee of 19.99 (later 24.99) in the desktop products (except no state efile fee for New York state return, and no fee to print and mail any state return.)
There is not a veteran discount. Although some banks, credit unions, travel clubs, discount warehouses, brokerages, mutual fund companies, etc. may offer a special affiliate discount on their websites that link to a special TurboTax discount portal page.

In addition to the paid products I mentioned above, TurboTax also has 2 free products.
The regular Free Edition is for very simple returns and not everyone can use it. Certain forms are not available in Free Edition and require an upgrade to Deluxe, such as Schedules 1-3, itemized deductions, etc. Did you start in Free Edition and had to upgrade? If you haven't already paid or registered, and if you are sure you don't need Deluxe, you can use the "Clear and Start Over" feature to choose Free Edition, but depending on the complexity of your return you may not be able to use regular Free Edition. If you need to itemize deductions, for instance, or have one of the Schedules 1-3, etc., you won't be able to use it. See this FAQ on some situations where one cannot use Free Edition:

Oops! I see that the information above that I pasted about the 2 free products also has some info about how one could possibly downgrade from Deluxe and move to Free Edition if one had a very simple return. That was written for another user who was in that situation. So you can ignore the statements above about downgrading. Sorry for any confusion.
