You should be able to deduct CDD fees as a rental expense on Schedule E.
They are unlike property taxes in the sense that they are not based on value (ad valorem) but they are like property taxes in the sense that they are assessed against your property (and become a lien if unpaid).
For tax purposes and in preparing Schedule E, I would enter CDD fees as taxes on Line 16 (Taxes).
