I've distilled this down to the essence. I open TT, import my last year's file, get to the point where it asks me 'do I want to be led, or choose topics on my own'. I elect to choose my own topics, go to the page for SSA-1099 data, and try to enter numbers. I cannot enter values for box 5. I CAN enter values in the other fields. And I can enter numbers in other forms.
Another oddity that may be related. When I exit TT, it tries to restart, then give error message 70001 'there is already a copy of TT running. This happens every time.

....and...for the box 5 value
IF, and only if , you are using the desktop software on a windows computer....
....does box 5 show exactly "$0" in it already?
....if so, double-click on the box first...there may be a "Supporting Details" sheet attached to that field that transferred in from your last year's forms.
Please follow the instructions here to manually update the software.
If after updating you are getting the same error, please let us know.
Hello! I wanted to follow up to find out if you're still running into issues?

Someone from TT called me Tuesday morning, and we shared my screen whilst working on the problem. I believe that the solution was to delete that SSA-1099 form. (Sorry, we did so much investigating that I can't state that absolutely.) But anyway the problem is fixed.
Steamtrain- I'm marking your answer as best because, although the TT rep led me thru the way to fix this, your solution worked as well. (I had TT desktop installed on 2 computers in the chance that is was a computer-specific issue.) I was able to complete my return over the last two days once the rep got me to a solution, but I just now fired up the other computer, went to the SSA-1099 form page, double-clicked, and deleted the lines on the supporting, linked doc. The problem is fixed there as well now.
That "Supporting Details" sheet could be in other areas too....most anywhere you run into a "$0" in a field that is supposed to allow you to enter something. But once you bring up that worksheet, you can get rid of it entirely by clicking a big red "X Remove" at the top of the worksheet.. Then the normal entry field becomes fully active for simple entries.
Fixed by double clicking the box and removing the supporting details form. Thanks
