I was issued private shares in a company. I sold them in 2023 and they withheld Fed taxes. However, I have no idea how to enter this into turbo tax. Someone mentioned form 8949 for sales of capital assets. Where do I enter that? And how do I report this sale if no 1099 is given.

you have to imagine a 1099-B and enter the sale with Box C or Box F marked on Form 8949.
If they withheld federal taxes then they must issue a tax reporting form of some kind.
